The observance of the NDCM was mandated through the Executive Order No. 137 signed August 10, 1999.

This year’s National Disaster Consciousness Month (NDCM) was commemorated with a theme of “Kahandaan at Pagtugon sa Sakuna, Tungkulin ng Bawat Isa”. The observance of NDCM is aimed at increasing the awareness of the Filipinos on disaster preparedness and risk reduction. The month-long activity concluded with an awarding ceremony for the 2016 Gawad Kalasag winners.

Gawad Kalasag aims to recognize the initiatives and programs of non-government organizations, private sector, and government organizations in terms of Disaster Risk Reduction Management (DRRM). The term “kalasag” which meant “shield” is used by the early Filipinos in protecting themselves from enemies and wild animals. In the same way, the Gawad Kalasag was conceived to encourage all stakeholders to create and execute programs that could “shield” the community against disasters.
